The Martin XP2M-1 was a second prototype of the basic flying boat design first developed as the Consolidated XPY-1. That earlier aircraft had been produced by Consolidated to a US Navy design, but the Glenn L. Martin Company had then won the production contract with a lower bid. While the eventual P3M- production aircraft would be very similar to the XPY-1, Martin also produced the XP2M-1 prototype.

The XP2M-1 used the same basic design as the XPY-1, but with the parasol wing much closer to the fuselage. The XP2M-1 was powered by three engines – two built into the leading edge of the wing and a third above the wing.  This third engine did not improve the performance of the aircraft, and was soon removed. Tests continued with two engines, with the designation XP2M-2.

Die Martin XP2M-1 war der zweiter Prototyp des Flugboot Design das als Consolidated XPY-1 entwickelt wurde. Das Flugzeug war zuvor von Consolidated entwickelt wurde aber von der Glenn L. Martin Company hergestellt, da sie niedrigeres Gebot abgegeben hatte. Während die spätere P3M- Produktionsmaschine der XPY-1sehr ähnlich war, produzierte Martin auch den XP2M-1 Prototyp.

Die XP2M-1 verwendet das gleiche grundlegende Design der XPY-1, aber mit dem Parasol-Flügel der viel näher am Rumpf war. Die XP2M-1 wurde von drei Motoren angetrieben - zwei in der Vorderkante des Flügels und ein dritter über dem Flügel. Dieser dritte Motor verbesserte die Leistung des Flugzeugs nicht, und wurde bald entfernt. Weitere Tests mit zwei Motoren wurden unter der Bezeichnung XP2M-2 gemacht.
