The F3F was developed in 1934 on request of tha US Navy. It should  replace the Grumman F2F-. On 20 March 1935 the prototype XF3F-1 flew the first time. Despite a crash of the prototype on 24 August 1935 an order of 54 F3F-1 planes was awarded. In January 1936, the first F3F-1 delivered. It was followed by 1937 The improved version the F3F-2, and 1938 the F3F-3version. Due to the hull shape, the F3F - and similar F2F - was known "Grumman Flying Barrels".

Die F3F entstand aus einer Ausschreibung von 1934. Sie sollte den Vorgängertyp die Grumman F2F- ersetzen. Am 20. März 1935 flog der erste Prototyp XF3F-1. Trotz eines Absturzes des Prototyps wurde am 24. August 1935 ein Auftrag über 54 Maschinen von Typ F3F-1 vergeben. Im Januar 1936 wurden die ersten F3F-1 geliefert. Es folgte 1937 die verbesserte Version F3F-2, sowie 1938 die Version F3F-3. Aufgrund der Rumpfform wurden die F3F - und die ähnliche F2F - als "Grumman Flying Barrels" (Fliegende Fässer von Grumman) bezeichnet.
